Abstract
Sumber daya manusia perencana harus dikelola secara baik dengan memberikan bekal pengetahuan, keterampilan, dan keahlian yang lebih dan sesuai dengan kebutuhan salah satunya melalui pelatihan fungsional perencana ahli pertama. Untuk mengetahui hasil, dampak maupun manfaat yang diperoleh dari pelatihan yang diberikan, maka perlu dilakukan evaluasi. Tujuan dari penelitian ini adalah menganalisis efektivitas pelatihan fungsional perencana ahli pertama, mengetahui seberapa besar pengaruh pelatihan fungsional perencana ahli pertama terhadap kompetensi, dan mendeskripsikan pengembangan model evaluasi. Jenis penelitian ini adalah mixed methods research dengan model sequential explanatory. Teknik pengambilan sampel menggunakan purposive sampling dengan jumlah ukuran sampel 23 orang. Hasil penelitian menunjukkan bahwa pelatihan fungsional perencana ahli pertama secara efektif dapat meningkatkan pengetahuan, keterampilan, dan sikap kerja melalui proses belajar serta memberikan manfaat baik bagi pribadi, pekerjaan, maupun karier perencana. Pengaruh evaluasi pelatihan terhadap kompetensi adalah sebesar 78,7%, dengan model evaluasi konvergensi four levels of training evaluation dan perceived training benefit sebagai metode evaluasi pelatihan yang membentuk model evaluasi integratif berisi 5 (lima) level evaluasi sebagai produk kebaruan tentang evaluasi pelatihan meliputi reaksi, pembelajaran, perilaku, hasil, dan manfaat.
