Abstract

​Penelitian ini bertujuan untuk menganalisis tingkat kemandirian dan efektivitas Pendapatan Asli Daerah (PAD) Kota Malang selama periode 2019–2023. Fokus penelitian diarahkan pada kemampuan daerah dalam membiayai kebutuhan fiskal secara mandiri serta efektivitas pemerintah daerah dalam merealisasikan target PAD yang ditetapkan. Metode penelitian menggunakan pendekatan deskriptif kuantitatif dengan memanfaatkan data sekunder berupa Laporan Realisasi Anggaran (LRA) dari Badan Keuangan dan Aset Daerah (BKAD) Kota Malang. Analisis dilakukan menggunakan rasio kemandirian dan rasio efektivitas PAD. Hasil penelitian menunjukkan bahwa tingkat kemandirian keuangan daerah Kota Malang berada pada kategori Instruktif, yaitu di bawah 25 persen, yang berarti kontribusi PAD terhadap total pendapatan daerah masih sangat kecil. Kondisi ini mengindikasikan bahwa Kota Malang masih sangat bergantung pada dana transfer dari pemerintah pusat maupun provinsi. Di sisi lain, tingkat efektivitas PAD selama lima tahun penelitian menunjukkan capaian yang positif, yaitu berada pada kategori Efektif hingga Sangat Efektif. Realisasi PAD hampir selalu mencapai bahkan pada beberapa tahun melebihi target yang telah ditetapkan, sehingga mencerminkan bahwa mekanisme pemungutan PAD telah berjalan dengan cukup optimal. Temuan ini menegaskan bahwa meskipun efektivitas pengelolaan PAD tinggi, kemandirian fiskal Kota Malang masih rendah sehingga perlu upaya penguatan sumber-sumber PAD dan optimalisasi potensi pendapatan daerah.
