Abstract

This research aims to describe and analyze the implementation of Surabaya City Regional Regulation Number 1 of 2024 concerning the Preservation and Management of Cultural Heritage, with a focus on the De Javasche Bank Museum in Surabaya's Old Town Area. This research uses Ripley and Franklin's policy implementation theory, which emphasizes three main indicators in assessing the success of policy implementation, namely: Level of Compliance with Regulations, Smooth Functioning and Coordination among Implementers, and Realization of Desired Performance and Impact. The method used in this research is descriptive qualitative method, with data collection techniques through field observations, in-depth interviews with informants from the Culture Office, the preservation community (Begandring Soerabaia), the manager of the De Javasche Bank Museum, and the surrounding community, supported by documentation and study of related policy documents. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results showed that the implementation of Local Regulation No. 1 Year 2024 has led to improvements in the preservation of cultural heritage. The level of compliance with regulations has begun to run, as seen from the coordination between parties and the implementation of SOPs at De Javasche Bank Museum. The function of cross-agency supervision and community involvement has also begun to run, although it has not been fully equitable due to the limited preservation experts and the absence of a special management institution for the Old City area. In terms of performance and impact, this policy has shown positive results in the form of increased tourist visits post revitalization, as well as the economic impact felt directly by local MSMEs. The participation of the preservation community also shows that this policy is translated into real action.
