Abstract

Congestion in the city of Surabaya is influenced by the increasing number of vehicles, which will cause road volume to decrease if balance is not achieved by increasing the road network and volume. Another problem related to traffic jams in Surabaya is the large number of workers and students going to work and school, causing road users on protocol roads from both the city of Surabaya and supporting cities, so it is necessary to provide public transportation on the roads because it is an important part of maintaining mobility to reduce traffic jams by motor vehicles. This research aims to find out and analyze the implementation of the policy for organizing people's transportation on the road by public transportation as an effort to reduce congestion in the city of Surabaya and to find out and analyze the factors that influence the implementation of the policy for organizing people's transportation on the road by public transportation as an effort to reduce congestion in the city of Surabaya. . The research method used is qualitative research with descriptive methods. Data collection techniques in this research are by observation, interviews and documentation. The research results show that in implementing regional regulation policy number 07 of 2006 concerning public transport on highways, the Surabaya city government has collaborated with transport organizations, operators, public transport owners and the community effectively. Factors that influence the implementation of policies for transporting people using public transportation on the roads are the performance of the Surabaya government and also increasing the implementation of these policies to achieve the goal of reducing congestion and increasing the efficiency of public transportation.
