Abstract

The development of education is a top priority in the national development agenda due to its crucial role in achieving progress in various aspects of life. However, many Indonesian citizens still lack access to education, primarily due to poverty. To address this issue, the government has launched the Smart Indonesia Program (PIP) through the Smart Indonesia Card (KIP) and the Family Hope Program (PKH). PKH provides conditional social assistance to poor and vulnerable families with the aim of improving human resource quality, especially in education and health sectors. Nonetheless, the implementation of these programs still faces various challenges, such as lack of socialization, data inaccuracies, low participation, and potential misuse of assistance. This study aims to examine the implementation of PKH through KIP in Surabaya, East Java, to understand the processes, mechanisms, and factors influencing its implementation, as well as its impact and benefits for beneficiary families and school-aged children. The results of this study are expected to provide recommendations to enhance the effectiveness and efficiency of the program in efforts to equalize education in Surabaya.
