Abstract

Empowering poor communities by developing a civil village program is an effort by the Surabaya City government to alleviate poverty in the City of Surabaya, by collaborating with several stakeholders such as CSR, OPD, BAZNAS, BWI, LAZIZ and academics. The Madani Village Program is community empowerment with the principles of mutual cooperation and community self-reliance by prioritizing Zakat, Infaq, Shodaqah and Waqf (ZISWAF). This research discusses collaborative governance regarding civil villages as an effort to empower poor communities in the city of Surabaya. The aim of this research is to determine the collaboration of the Madani Village program as an effort to empower poor communities and to understand the role of each stakeholder. The theoretical model used in this research is collaborative governance Ansell and Gash. The method used is descriptive qualitative with an observation, interview and documentation approach. The results of this research are that the collaboration between government, CSR, OPD, BAZNAS, BWI, LAZIS and academics is going quite well, stakeholders can collaborate with their respective roles, but in terms of the basic rules they have not yet been officially formalized, the initial conditions that exist between stakeholders interests run well by scheduling a program evaluation once a month led directly by the regional secretary of the City of Surabaya.
