Abstract

Public policy is a government instrument for resolving various social and political dynamics that exist in society. The policy formulation process is very complex because it involves the many interests involved, various efforts must be made to accommodate these different interests. The policy for relocating traders at Keputran Market is regulated in Surabaya Mayor Regulation Number 51 of 2023 concerning Implementing Regulations of Surabaya City Regional Regulation Number 1 of 2023 concerning Trade and Industry in the Public Market Sector. This research discusses the relocation of Keputran Market traders as an effort to deal with congestion along the Keputran Market road. The aim of this research is to analyze the implementation of government policy regarding the relocation of Keputran Market. The theory used is the Van Meter Van Horn theory, where there are 6 indicators of success, namely policy standards and targets, inter-organizational communication and activity measurement, organizational characteristics, attitudes or implementers, resources and socio-economic and political conditions. The method used in this research is a descriptive qualitative method with an interview, observation and documentation approach. The results of this research are that traders at Keputran Market are still unable to comply with the relocation regulations that have been given by the government.
