Abstract

In accordance with the principles of providing public services and good governance, government agencies are obliged to provide public services which is one of the government's functions. According to Law Number 25 of 2009 concerning Public Services, the government is obliged to provide public services. The SIPRAJA application is an example of public service innovation presented by the Sidoarjo Regency Government. SIPRAJA represents the Sidoarjo Individual Administration Framework. On September 25 2019, the Sidoarjo Regency Government launched the SIPRAJA application for the first time. This implementation is based on the perception that taxpayer support organizations are seen as complicated, expensive, slow, and require a high level of investment. SIPRAJA is an application created by the public authority, the Sidoarjo Regional Secretariat Association, to provide administrative authority and leeway at the city/district, sub-district and OPD levels. The implementation of SIPRAJA is one of the uses of e-Government that is beneficial for organizations, because most consider it normal that there is a possibility of changing regulations towards better administration, and is an important sign that the Sidoarjo Government is implementing this. The theory used is the e-Government theory Misuraca, 2007:57-58 which has three indicators, namely the economic dimension, the social dimension and the government dimension. This research uses qualitative methods and uses various data collection techniques for data from various sources, namely: data collection, observation, interviews and drawing data conclusions. The data collection model used in the research model. The results of this research show that there is still a need for socialization and increasing the responsiveness of the ability to use the SIPRAJA application and ensure that the benefits of using the application can be enjoyed by all levels of society without exception.
