Abstract

The Family Hope Program (PKH) is a community empowerment program whose goals and targets are directly aimed at beneficiary families. PKH is not just a community empowerment program but also provides financial assistance to underprivileged families, increases access to education and health services, and provides ongoing assistance. This research aims to examine the role of the Social Service in the Family Hope Program (PKH) in overcoming poverty in Jambangan District, Surabaya City. The focus of the research is based on role theory according to Soerjono Soekanto (2002:243) which includes 4 role indicators, namely active role, participative role, passive role and ideal role. This research uses a qualitative research method with a descriptive approach. Through a qualitative approach, data was collected through interviews with informants, field observations and documentation. The research results show that the Subdistricts has an important role in planning, implementing and evaluating the PKH program in Jambangan District. With the presence and role of the Social Service in the Family Hope Program (PKH) in Jambangan District, Surabaya City, it is running in accordance with its objectives, namely to overcome poverty and improve the quality of services for the beneficiary community groups. Supporting factors for the Subdistricts in implementing PKH in the Jambangan sub-district include a strong commitment from the regional government, adequate budget allocation, and good cooperative ties with the sub-district, PKH facilitators, and the beneficiary communities. With the support of information technology, it also makes the process of verifying and monitoring beneficiaries easier, as well as ensuring that assistance is right on target. However,there are inhibiting factors that need to be overcome, namely administrative obstacles in data collection and distribution of PKH assistance, low levels of education and awareness among the beneficiary community, inaccurate targeting of assistance caused by inaccurate data.
