Abstract

Nowadays, leadership is a topic of conversation. Not only in the organizational environment, leaders of a region or even a country can also do this. In a village government organization, leadership will affect success or failure when carrying out tasks and organizing government, with leadership that is driven by the ability of the government to fulfill, so that the implementation of good government governance can be fulfilled, as well as weak leadership will be a factor causing the collapse of bureaucratic performance in Indonesia. The purpose of this study was to determine the leadership style of the Village Head and to see the supporting and inhibiting factors in improving employee performance at the Manukan Kulon Village Office, Surabaya City. The research method used was qualitative with a descriptive approach, using interviews, observations, and documentation as data collection techniques. The results showed that the transformational leadership style of the Village Head had a positive impact on employee motivation and commitment in achieving common goals. Meanwhile, the democratic leadership style provides space for employee participation in decision making that increases their sense of belonging and involvement in the organizational process. The existence of harmonious communication is certainly a supporting factor in achieving the goals of implementing government administration, but the lack of HR skills that use technology is an inhibiting factor.
