Abstract

Public transportation is a necessity for carrying out daily activities in most big cities. So it needs to be continuously monitored for development. The city of Surabaya, which is one of the big cities with high traffic jams in Indonesia, on March 2 2023 presented Wira Wiri Suroboyo, which is a new form of transportation in the city of Surabaya with a feeder concept with a smaller load compared to the previous transportation concept, namely in the form of a trunk or bus. When Wira Wiri Suroboyo was first introduced, the enthusiasm of the people was good enough to reach 2,500 per day, but there was a decrease in the number of passengers in the following months. In its implementation, of course there were obstacles experienced, such as a lack of knowledge and public interest regarding the Wira Wiri Suroboyo program. This research uses a qualitative method, in which the researcher conducts interviews with informants and documents the necessary data. The results of this research are based on research elements such as standards and policy targets that are in line with implementing objectives, resources that are increasingly developing but hampered by insufficient financial resources, characteristics of implementing organizations that continue to improve deficiencies, communication between organizations related to activities implementation that is carried out well by every party involved, the attitude of the implementers who continue to be committed to maintaining Wira Wiri Suroboyo, social, economic and political conditions that have a good impact on the social sphere even though there is still a lot of traffic jams but the number of passengers has grown a lot, the economic sphere is good with affordable rates, good political scope with lots of support from other governments. Even though there are still obstacles in its implementation, such as the large number of private vehicle users who cause traffic jams, to date Wira Wiri Suroboyo's passengers are increasing, which means that public interest in using public transportation is also starting to grow. Based on each element, the implementation of the Wira Wiri Suroboyo program can be said to be quite good.
