Abstract

Emergency response management is a crucial condition that needs to be addressed in order to minimize adverse outcomes such as disabilities or fatalities. The government has issued various regulations regarding the Integrated Emergency Response System (SPGDT), but its implementation is still uneven. One of the regencies that has implemented emergency response services through the Public Safety Center (PSC) is Tulungagung Regency. The Tulungagung Regency Public Safety Center (PSC) is the first of its kind in Indonesia and has achieved numerous accolades both nationally and internationally, making it a role model for emergency services in other areas. There are hotline services as well as services through the application called Emergency Button PSC-119 Tulungagung provided to both the residents of Tulungagung Regency and visitors from other regions. This situation has attracted attention to conduct research on how the implementation process is carried out in emergency response services with analysis using Merilee S. Grindle's implementation theory. The research results show that every indicator in the implementation process is thoroughly considered and prepared, so that the emergency response provided runs smoothly, not only focusing on health but also the welfare and security of the community.
