Abstract
East Java Provincial Government Public Relations is one part of the dynamic movement of the East Java Provincial government. Its role is very necessary in disseminating information on government policies, responding to issues and handling problems related to government programs, this is useful for improving the government's positive image. In order to achieve its goals, it is necessary to have a communication strategy carried out by public relations to have good news value and be worthy of publication by the media. With so many media available for public relations to publish various information, it is hoped that public relations will be careful in choosing which media are the most effective. The aim of this research is to find out what communication strategies are implemented by East Java Provincial Government public relations in improving the government's positive image. The location of this research is the East Java Province Regional Secretariat Leadership Administration Bureau in the field of materials and leadership of the public relations section. The methods used in this research are interviews, observation and documentation. Data was collected and analyzed using descriptive qualitative methods. The results of this research were analyzed using the public relations strategy concept according to Cutlip, Center, and Broom. One of the public relations strategies in improving the government's image is to establish good relations with the media. East Java Provincial Government Public Relations collaborates with the media and has a journalist working group, namely POKJA GRAHADI. The existence of this working group will make it easier for public relations to distribute information about the government. Apart from establishing good relations with the public relations media, it also involves Pentahelix and creates publication programs in mass media such as print media, electronic media and online media. The conclusion obtained after conducting research is that public relations has several strategies to improve the positive image of the East Java Provincial government, namely establishing good relations with the media or journalists, involving pentahelix, and publication in the mass media.
