Abstract

The coaching program is a series of activities designed to improve a person's skills, knowledge, and abilities in a particular field. The Liponsos Technical Implementation Unit (UPTD Liponsos) has various coaching programs to address homeless and begging people so they do not return to the streets. This coaching program can be followed by all clients in the UPTD Liponsos rehabilitation, but not many homeless and begging people participate in the program. This study aims to describe the implementation of the UPTD Liponsos coaching program in dealing with homeless and begging people and to evaluate the program based on six indicators of public policy evaluation from William N. Dunn: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research method used is descriptive qualitative with data collection techniques of interviews, observation, and documentation. Data analysis used the interactive model of Miles and Huberman, and data validity used triangulation. The research results show that (1) the effectiveness of the coaching program is quite good in achieving the goal of returning clients, but is still constrained by the lack of client availability to participate in the coaching; (2) the program's efficiency is in accordance with the appropriate procedures and approaches; (3) the adequacy of support and encouragement from employees for clients to participate; (4) equal treatment without discrimination, taking into account health conditions and religious freedom; (5) the client's responsiveness is still lacking, so a more comfortable approach and increased participation are needed; and (6) the appropriateness of the program that does not yet have clear indicators to measure success. In general, the UPTD Liponsos coaching program is successful, but its impact is not yet maximal due to the lack of client availability to participate in the coaching. It is necessary to develop other programs such as fingerprint checks, family reunification, and distribution of assistance according to needs to provide more effective solutions.
