Abstract
This research aims to design an internal application for the Surabaya City Bawaslu using the Software Development Life Cycle (SDLC) method and the Double Data Detection (D-Gan) application design approach. The application of the SDLC method in software development provides a structured and measurable framework. The analysis stage makes it possible to identify and understand user needs thoroughly. A well-thought-out project plan guides the steps in designing and implementing the system efficiently. During the test phase, it verifies that the application works as intended before its release. System integration and maintenance are meticulously executed to ensure continuity of performance. In testing the reliability of the D-Gan application, this research uses the black-box testing method as a test to evaluate the application's performance from the end user's point of view, without regard to its internal implementation. The D-Gan application is designed to make it easier for Surabaya City Bawaslu officers to identify, report potential double data fraud, and improve the accuracy of voter data identification in a transparent, honest and fair manner.
