Abstract

Unemployment is caused by an imbalance between the number of job seekers and the availability of job opportunities. Apart from that, the limited information of job seekers, the high criteria of applicants, the soft skills and hard skills possessed are inversely proportional to the company or organization. The city of Surabaya is a city that is the center of government and business, as well as the second largest city after the capital, DKI Jakarta. Therefore, it is not surprising that the city of Surabaya is one of the cities with a high number of unemployed people in East Java Province. One way to reduce unemployment is from the government sector. Through the Surabaya City Industry and Manpower Service, which solves all problems that occur in the industrial sector and labor matters. The purpose of this research is to determine the strengths, weaknesses, opportunities and threats (SWOT) factors, which will then be used to determine strategy analysis in the context of reducing unemployment by the Surabaya Industry and Manpower Service. The research method used in writing this research is descriptive qualitative. The data analysis technique used is the SWOT analysis method. The results of this research are based on SWOT analysis and calculation of IFAS and IFAS tables and SWOT diagrams. The strategic position in quadrant II has been obtained, namely diversity strategy. This means that the Surabaya Department of Industry and Manpower has good conditions but faces a number of challenges. The strategy that can be implemented is to reduce unemployment in the city of Surabaya by opening or holding training that improves the quality of human resources (HR) so that they are ready to enter the world of work, especially training in the field of science and technology according to the current era of digitalization. Utilize training/programs that create new jobs such as the Rumah Padat Karya program in the field of entrepreneurship.
