Abstract

Indonesian society, especially the people of East Java, can be said to be far from a situation where there is a competitive and skilled labor force. The fact that there are still many people in East Java who are unemployed and have not gotten a decent job. The causes of the limited number of jobs, among others, the existence of job opportunities available, the level of education, knowledge, skills and skills, the age of the workforce and the number available.This study uses a qualitative descriptive approach. Qualitative descriptive research, descriptive is a formulation of the problem that guides research to explore or photograph social situations that will be studied thoroughly, broadly and deeply. This qualitative approach aims to obtain complete information about “Implementation of Permanaker No. 6 of 2020 on the Domestic Apprenticeship Program”.The domestic apprenticeship Program in the field of training and productivity of the East Java Manpower and Transmigration Office has been running well and meets the three elements of the David C. Korten implementation model. The implementation of this program is running well and meets its goal of reducing the percentage of the number of unemployed. The three elements of implementation include the existence of a well-structured program, implementing organizations that know and understand their responsibilities in implementing the program well, and the needs of program Target groups are met in accordance with the objectives of the program implemented. The program's goals achieved are evidenced by the decrease in the percentage of open unemployment in East Java during vulnerable 2020 to 2022.
