Abstract

Riau Province possesses abundant natural potential and a strategic position, making it an attractive region for industrial and plantation investments. However, these activities also pose a high risk of hazardous and toxic waste (B3) pollution, which requires collaborative governance for effective management. This study aims to: (1) analyze the implementation of Collaborative Governance in the B3 waste control program in Sungai Sembilan District, Dumai City; (2) identify its supporting and inhibiting factors; and (3) formulate an appropriate Collaborative Governance model suitable for the industrial context of the region. This research adopts the Collaborative Governance Regime theory proposed by Emerson, Nabatchi, and Balogh (2012), which consists of six core dimensions: System Context, Drivers, Collaboration Dynamics, Actions, Results, and Adaptation. A qualitative approach was employed, with data collected through observation, in-depth interviews, and documentation. Data analysis was conducted using the interactive model of Miles and Huberman (2014), supported by NVivo 12 Plus software for coding and relationship analysis. The results reveal that the implementation of Collaborative Governance in B3 waste control in Dumai faces both opportunities and challenges. The main challenges include the absence of clear local regulations, limited human resource capacity, conflicting interests among actors, and low levels of trust and coordination. Supporting factors include interdependence, initiative-based leadership, shared commitment, and collective motivation, while inhibiting factors involve weak local regulations, limited public participation, and an underdeveloped monitoring system. This study proposes the Multi-Actor Synergy Collaborative Model with seven dimensions, including an additional dimension—multi-actor synergy—as the model’s core strength. This model expands upon Emerson et al.’s framework by emphasizing the importance of cross-sector collaboration among government, private sector, community, academia, and media in achieving effective, adaptive, and sustainable B3 waste management in Dumai City.
