Abstract
Early marriage remains a significant problem in Jombang Regency and has the potential to cause various negative impacts on adolescents. The Generation Planning Program (GenRe) is used by the Jombang Regency Government as an effort to prevent early marriage. This study uses the policy implementation theory of Van Meter and Van Horn which includes policy standards and objectives, resources, communication between organizations and implementing activities, characteristics of implementers, economic, social and political conditions, and implementer dispositions. The research method used is a qualitative method with a descriptive approach. Data collection techniques were carried out through interviews, observation, and documentation. The results of the study indicate that the implementation of the GenRe Program in Jombang Regency has been running quite well, marked by clear program objectives, ongoing coordination and cooperation between implementers. However, program implementation still faces several obstacles such as budget limitations, suboptimal sustainability of PIK-R at the village level, low participation of some adolescents in program activities, and the strong influence of economic factors, social environment, and community mindsets on the occurrence of early marriage. Based on these findings, the Generation Planning Program has played a role in efforts to prevent early marriage in Jombang Regency, but the effectiveness of its implementation still needs to be improved by strengthening program sustainability.
