Abstract

Balikpapan holds significant potential in the fisheries, marine, and culinary tourism sectors, supported by the characteristics Of its coastal area and its strategic role as a supporting city for the new National Capital (IKN). Howeven fish market activities, seafood culinary offerings, and public spaces along the waterfront are still operating independently, leaving the potential Of the waterfront area as a tourist destination largely untapped. This situation calls for an integrated zone capable of uniting these three functions into a single, mutually reinforcing system. The Design of a Marine Culinary Tourism Center in Balikpapan aims to create a coastal area that combines fish market functions, a culinary hub, and public spaces in an integrated manner, with the goals Of stimulating the local economy, attracting visitors, and reinforcing Balikpapan's identity as a coastal city. A Modern Architecture approach was adopted as the design foundation, emphasizing the principles of functionality, Spatial efficiency, the use of contemporary materials, and clean rational forms adapted to the context of the tropical coastal environment. The methodology employed includes literature review, comparative studies Of similar projects, Site analysis, space and activity needs assessment, and the transformation Of concepts into spatial form and layout. The design produces a marine culinary tourism area that integrates a fish market, seafood processing and serving zones, dining areas, commercial facilities, open public spaces, and supporting amenities within a well-organized system. The spatial arrangement gives careful consideration to functional connectivity, the separation of sen'ice and visitor circulation routes, the optimization of sea views, and the provision of public spaces that accommodate social and recreational activities. Thmugh this design, it is hoped that a marine culinary tourism destination will emerge one capable of boosting the economic value of local fishery products, strengthening the coastal identity Of Balikpapan, and delivering a comfortable, educational, and sustainable tourism experience.
