Abstract
The fiscal performance of Surabaya City in the last five years has shown a stagnant trend, marked by declining local revenue achievement and weakened budget absorption consistency, despite positive city economic indicators. This condition suggests internal issues within the Regional Revenue Agency (Bapenda) as the main revenue-collecting institution. This study aims to analyze the influence of transformational leadership style, organizational climate, and work competency on employee performance, with job satisfaction and burnout acting as mediating variables. This quantitative study used the Partial Least Squares-Structural Equation Modeling (PLS-SEM) method. The sample was obtained from employees of the Surabaya City Bapenda through proportional random sampling. Data were collected using validated and reliable questionnaires. The results indicate that transformational leadership and work competency have a significant positive effect on employee performance, while organizational climate does not. All three independent variables significantly affect job satisfaction and burnout, except for work competency on burnout. Job satisfaction proves to be a significant positive mediator, while burnout does not show a significant mediating effect on performance. These findings strengthen an integrative dual-pathway model combining positive (job satisfaction) and negative (burnout) pathways in explaining public sector employee performance. Theoretically, this study enriches public sector HRM literature by developing a performance model based on the integration of structural and psychological factors. Practically, it provides a basis for Bapenda Surabaya to formulate more effective, adaptive, and sustainable HR management policies, focusing on leadership stability, a supportive work climate, needs-based competency development, and burnout mitigation programs.
