Abstract

The main objective of this thesis is to determine the implementation of Mayor Regulation No. 61 of 2024 concerning the Mechanism for Implementing Child Friendly Cities at the Gunungsari Village level. The research method used by the author is descriptive qualitative using observation techniques, interviews, and document studies and using George Edward III's Implementation Theory. The population in this study is the Gunungsari Village Apparatus as the policy implementer and the community (children and parents) as the target group. The results of this study indicate that there are several assessment components in George Edward III's Theory, namely communication, resources, disposition, and bureaucratic structure. In communication, it was found that some clusters have shown the success of the communication component with community knowledge of the program, but there is community ignorance about the reporting flow in the special protection cluster. In the resource component, it was successfully implemented with the presence of personnel (village cadres) who assisted in the implementation of this policy. In the disposition component, there is a responsiveness of service in fulfilling children's rights, but there is a lack of synchronization of views expressed by the person in charge with one of the village cadres. Finally, the bureaucratic structure component shows that all hierarchies have been running according to the hierarchy, but there are still internal problems such as cadres who are still confused about the SOPs being implemented. Based on the assessment results of the four indicators, it was concluded that the implementation of Mayor's Regulation No. 61 of 2024 concerning the Mechanism for Organizing Child-Friendly Cities in Gunungsari Village was successfully carried out without any significant obstacles. As for the driving factors that helped during the implementation of this policy. Such as community and institutional support directed toward the village as the implementer, which encourages officials to carry out their duties, and the community's willingness to contribute to helping fund improved child nutrition.
