Abstract

This study aims to describe and analyze the implementation of a safe living and learning environment program policy that is appropriate for encouraging the achievement of dreams for underprivileged children in Surabaya City, based on four policy implementation variables according to George Edward III's theory (1980). These six variables consist of Communication, Resources, Implementer Disposition, and Bureaucratic Structure. This study uses a qualitative research method, combining primary and secondary data sources. Data were obtained through data collection techniques such as observation, interviews, and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and conclusion drawing. The findings of this study indicate that the implementation of the safe living and learning environment program policy for underprivileged children has been implemented and will continue to be developed to encourage the Surabaya City Government's efforts to provide alternative boarding-based education solutions for underprivileged children. The implementation of this program policy has had a significant positive impact on underprivileged children, such as providing adequate facilities and accommodation, providing guidance and mentoring that does not discriminate against any child (for children requiring special treatment), and creating future leaders through achievements in several areas (education and sports). However, several obstacles remain that need to be addressed to improve the implementation of this policy. A bureaucratic structure lacking transparency can lead to policies that lack clarity to ensure sustainability and optimization.
