Abstract

This study aims to analyze the implementation of the Learning Activity Center (Sanggar Kegiatan Belajar/SKB) program in reducing school dropout rates in Sikka Regency and to identify the supporting and inhibiting factors affecting its implementation. This research employs a descriptive qualitative method with data collection techniques including observation, interviews, and documentation. Primary data were obtained from the head of the SKB, tutors of the equivalency education programs, and learners enrolled in Package A, B, and C programs, while secondary data were collected from official government documents, reports from the Education Office, and relevant regulations. Data analysis was conducted using the interactive model proposed by Miles and Huberman, which consists of data reduction, data display, and conclusion drawing. The results indicate that the SKB program plays an important role in providing alternative educational access for school dropouts through equivalency education and skills training programs. The implementation of the program is supported by the commitment of SKB managers and tutors, local government support, and positive community acceptance. However, the program still faces several obstacles, including limited facilities and infrastructure, human resources constraints, and the socio-economic conditions of learners. Overall, the Learning Activity Center program in Sikka Regency contributes positively to reducing school dropout rates, although further strengthening in terms of resources and policy support is still required.
