Abstract
The development of the bag and footwear processing industry in Tanggulangin District, Sidoarjo Regency, plays an important role in strengthening local-based small and medium industries. This study aims to analyze the planning of bag and footwear industry development using an interactive planning model approach, as well as to identify the influencing factors and development strategies. This research employs a qualitative approach with data collection techniques including interviews, observation, and documentation involving local government agencies, industry actors, and related institutions. The results indicate that the planning of the bag and footwear industry development has been carried out by the Sidoarjo Regency Government, particularly through the Department of Industry and Trade, through various programs such as training, equipment assistance, exhibition facilitation, and product promotion. However, the planning has not yet been fully integrated and sustainable, and remains sectoral in nature, thus not fully addressing the needs of industry actors. The participation of industry actors in the planning process is still limited, especially at the stages of program formulation and evaluation, resulting in the suboptimal implementation of participatory principles within the interactive planning model. The factors influencing the planning of industry development consist of internal and external factors. Internal factors include limited capital, low product innovation, the quality of human resources, and the suboptimal utilization of technology. Meanwhile, external factors encompass government policies, institutional support, market access, competition with imported products, and changes in consumer behavior toward digitalization. Therefore, development strategies for the bag and footwear industry should be directed toward strengthening collaboration among stakeholders, enhancing human resource capacity, promoting product innovation, utilizing digital technology, and reinforcing industrial institutions. Overall, the interactive planning model is considered relevant for application, as it encourages more adaptive, participatory, and responsive planning to market dynamics and the needs of local industry actors
