Abstract

This study aims to analyze the implementation of Nagekeo Regency Regional Regulation Number 7 of 2016 concerning the Control of Livestock and to identify the factors that support and hinder its implementation. The background of this research is based on the persistent issue of freely roaming livestock in public areas, roads, and agricultural land, which causes traffic accidents, damage to crops, public disorder, and social conflicts within the community. This research employs a descriptive qualitative approach using data collection techniques such as interviews, observation, and documentation. The informants consist of officials from the Livestock Service, the Civil Service Police Unit (Satpol PP), village authorities, and livestock owners. Data analysis is conducted using the Van Meter and Van Horn policy implementation model, which includes policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, implementers’ attitudes, and social, economic, and political conditions. The findings indicate that the implementation of Regional Regulation Number 7 of 2016 in Nagekeo Regency has not been fully effective. Although the local government has carried out socialization and enforcement activities, several obstacles remain. These obstacles include low public awareness regarding livestock confinement, limited human and infrastructural resources, economic constraints faced by the community, and weak enforcement of sanctions that fail to create a deterrent effect. The study concludes that the success of the regulation’s implementation depends on increasing public awareness, strengthening law enforcement consistency, and enhancing coordination among relevant institutions. Therefore, continuous socialization, provision of adequate facilities, and firm yet fair enforcement of sanctions are essential to ensure public order and community safety in Nagekeo Regency.
