Abstract

This study aims to analyze the influence of competence, work motivation, and work environment on employee productivity at the East Java Provincial Library and Archives Office. The research employed a quantitative approach by distributing questionnaires to 180 employees as respondents. Data analysis techniques included validity testing, reliability testing, classical assumption tests, and multiple linear regression analysis. The results indicate that competence and work environment have a significant effect on employee productivity. Employees with adequate technical skills and strong job knowledge were proven to complete tasks more efficiently and accurately. A conducive work environment, supported by proper facilities and harmonious interpersonal relations, also positively contributed to work effectiveness. Meanwhile, work motivation did not have a significant effect on productivity, which, in this institutional context, is influenced by structural factors such as reward systems, career development patterns, and bureaucratic work characteristics. Simultaneously, the three variables explained only 14% of the variation in employee productivity, illustrating that productivity is largely influenced by organizational structures and internal policies. These findings are expected to serve as a reference for the institution in improving employee competence, enhancing workplace conditions, and strengthening organizational performance management systems.
