Abstract

ekolah Orang Tua Hebat (SOTH) is an initiative program from BKKBN East Java Province, initiated by DP3A-PPKB Surabaya as an effort to improve parenting practices for early childhood development and as one of the strategies to reduce stunting rates in Surabaya. The program involves stakeholders from upper to lower levels, including the target groups who also SOTH participants, to ensure the program’s success and sustainability. This study applies Blackman's (2003) stakeholder analysis theory, which consists of three indicators: level of interest, influence and importance, and role identification. The research method used is qualitative, by describing the actual conditions in the field. Data collection techniques include interviews with informants, observations on how the program is implemented, and documentation. The results shows that stakeholders in the SOTH program demonstrate a high level of interest through commitment, active participation, and concern for the program’s success. Their level of influence and importance is reflected in decision-making roles, access to resources, and contributions to program goals. Role identification indicates a diverse classification of roles, with a coordinated and collaborative relationship among stakeholders to realize the program effectively in the fields.
