Abstract

Waste management is a strategic issue in many major cities in Indonesia, including Surabaya, which faces the growing challenge of increasing waste volume each year. In response, innovative and collaborative approaches are becoming increasingly essential. This thesis explores the implementation of collaborative innovation through the adoption of the co-creation concept in the waste management practices of Bank Sampah Induk Surabaya (BSIS). The research stems from the need for a waste management model that goes beyond technical efficiency by generating both economic and environmental value through active participation across government, community, and private sectors. This study applies a qualitative case study approach. Data were collected through in-depth interviews with BSIS and the Surabaya Environmental Agency, complemented by documentation and field observation. The analysis is centered on four core dimensions of the co-creation model: dialogue (inter- actor communication), access (access to services and information), risk assessment (identification and mitigation of risks), and transparency (openness and accountability). The findings reveal that BSIS has succeeded in establishing a community-based waste management ecosystem supported by open communication, inclusive service systems, and a relatively high level of transparency. BSIS has also demonstrated the ability to respond to various social, operational, and financial risks, although several aspects such as participatory forums and risk management systems still require improvement. The study recommends enhancing digital systems, improving facility distribution, and introducing external audits and evaluations to ensure program sustainability. Overall, the study affirms that the co-creation approach holds strong potential for addressing urban waste management challenges while delivering simultaneous economic and environmental benefits.
