Abstract

This research aims to describe and analyze the Self-Help Housing Stimulus Assistance Program (BSPS) Regulation of the Minister of Public Works and Public Housing (Permen PUPR) Number 7/PRT/M/2018 concerning Self-Help Housing Stimulus Assistance. As an effort to make housing feasible for low-income communities in the city of Surabaya based on 4 criteria for Policy Implementation according to Merilee S. Grindle's theory (2003). These four criteria consist of Content of Policy, Context of Implementation, Good Governance, Administrative Reform. This research adopts qualitative research methods, combining primary and secondary data sources. Data was obtained through collection techniques such as observation, interviews and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and drawing conclusions. The findings of this study indicate that the Implementation of the policy of the Regulation of the Minister of Public Works and Public Housing (Permen PUPR) Number 7/PRT/M/2018 concerning Self-Help Housing Stimulus Assistance has been running quite well, in helping low-income people get more decent housing. This program is given to residents who are financially unable to repair their homes, especially those living in dense and less suitable areas. there is an increase in the quality of housing, such as repairing roofs, floors, and sanitation. Community participation is also quite high because this program is self-help. However, there are still obstacles such as late funding, lack of technical supervision, and the uneven reach of the program throughout Surabaya. Even so, BSPS has been proven to have a positive social impact, such as increasing the comfort and motivation of recipients of assistance.
