Abstract

Child marriage remains a serious issue in many regions of Indonesia, including Early child marriage is still a serious problem in various regions in Indonesia, including Sampang Regency, Madura. Although there are regulations governing the minimum age for marriage, the practice of underage marriage is still rampant and has various negative impacts, both in terms of education, health, social, and economic. This study aims to determine and analyze the implementation of policies for preventing and handling early child marriage using the Street Level Bureaucracy approach proposed by Michael Lipsky (2010). This study uses a descriptive qualitative method with data collection techniques in the form of observation, interviews and in-depth documentation of frontline bureaucratic actors and affected communities. This approach looks at how policy implementers at the field level, such as KUA employees, Religious Court judges, Social Service officers, religious leaders, and community leaders implement child marriage prevention policies in the field. The research method used is qualitative with data collection techniques through in-depth interviews with policy implementers and affected communities. The results of the study show that policy implementation is highly dependent on the discretion of field bureaucrats, and is influenced by local cultural values and social pressures. Variations in policy implementation in the field have an impact on the effectiveness of child marriage prevention. The impacts include dropping out of school, emotional and economic unpreparedness, and increased reproductive health risks
