Abstract

Kesehatan reproduksi adalah kesejahteraan fisik, mental, dan sosial secara menyeluruh, bukan hanya bebas dari penyakit atau kecacatan, dalam setiap aspek yang berkaitan dengan sistem reproduksi, fungsinya, serta proses-proses yang terjadi di dalamnya. Dalam hal ini, PP No. 28 Tahun 2024 sebagai peraturan pelaksana UU No. 17 Tahun 2023 tentang Kesehatan menekankan pentingnya penyediaan alat kontrasepsi melalui Pasal 103 ayat (4) huruf (e). Kebijakan ini bertujuan untuk memastikan akses siswa dan remaja terhadap layanan kesehatan yang sesuai dengan kebutuhan mereka, sebagai bagian dari upaya meningkatkan kesejahteraan secara keseluruhan. Penelitian ini bertujuan untuk menganalisis pelaksanaan kebijakan tersebut dengan fokus pada efektivitas penerapannya tanpa mengabaikan norma sosial yang berlaku di masyarakat. Hasil penelitian menunjukkan bahwa integrasi pendidikan kesehatan reproduksi dalam kurikulum formal adalah langkah strategis untuk mengatasi kesenjangan antara kebijakan dan kebutuhan remaja. Selain itu, edukasi yang mendalam mengenai kesehatan reproduksi perlu diperkuat untuk meningkatkan pemahaman dan penerimaan masyarakat terhadap pentingnya penyediaan alat kontrasepsi. Rekomendasi dari penelitian ini mencakup penguatan kerjasama antar pemangku kepentingan, seperti pemerintah, lembaga pendidikan, dan penyedia layanan kesehatan, untuk memastikan pelaksanaan kebijakan yang inklusif dan responsif terhadap kebutuhan siswa dan remaja. Pendekatan berbasis bukti ilmiah diperlukan dalam merancang dan mengimplementasikan kebijakan guna menjamin efektivitasnya. Dengan langkah tersebut, kebijakan ini diharapkan dapat menciptakan lingkungan yang mendukung kesejahteraan siswa dan remaja, sesuai dengan amanat PP No. 28 Tahun 2024.
