Abstract
The implementation of the National Health Insurance (JKN), health services to participants must pay attention to quality, oriented to aspects of patient safety, effectiveness of actions, suitability to patient needs, and cost efficiency. The implications and consequences as well as changes in these conditions make the hospital management must be able to manage the hospital efficiently while still paying attention to quality control and cost control in order to survive. This study aims to provide empirical evidence in analyzing the Effect of Quality Control, Cost Control, and Value Added on the Performance of Regional General Hospitals in East Java Province with Balance Scorecard (BSC) as an Intervening Variable". The method used is quantitative with a Partial Least Squares (PLS) analysis approach. The total respondents were 144 with a questionnaire containing 30 question items. The results of the study showed that the accepted hypothesis is H1, Quality control has a significant effect on performance, H2 Quality control has a significant on performance through Balanced Scorecard, H4, Cost control has a significant effect on performance, and H5, Value Added has a significant effect on performance and H7, Balanced Scorecard has a significant effect on performance. While the rejected hypothesis is H3, Cost control has a significant effect on performance through Balanced Scorecard, and H6, Value Added has a significant effect on performance through Balanced Scorecard. Research suggestions, the need to strengthen Quality Control practices, optimize the use of Balanced Scorecard (BSC), evaluate Cost Control practices, improve Value Added Strategies and develop Balanced Scorecard-Based Strategies,
