Abstract

Child marriage is a national phenomenon that will continue to occur in society. Several regions in Indonesia normalize child marriage because it is considered that child marriage is a tradition from ancestors or forefathers that must be preserved from generation to generation. It is not surprising that this is one of the reasons why Indonesia is the country with the highest ranking globally in cases of child marriage. One example of an area that has the highest number of child marriage cases is Bojonegoro Regency. Bojonegoro is the district with the highest marriage dispensation rate, ranking 9th in East Java Province. In this case, the Government together with the Bojonegoro Regency Women's Empowerment, Child Protection and Family Planning (DP3AKB) Service are making efforts to reduce the number of child marriages by creating a program listed in Regent Regulation (Perbup) Number 19 of 2023 concerning Providing Marriage Capability Incentives. The aim of this research is to find out and analyze and determine the factors that hinder the implementation of the Cakap Nikah Program in an effort to reduce the number of child marriages in Bojonegoro Regency. The theoretical basis used in this research is Policy Evaluation by William n Dunn. The method used is qualitative research with a descriptive approach and data collection techniques in the form of interviews, observation and documentation. The results of the research are that the evaluation of the marriage proficiency program in Bojonegoro Regency is still not effective enough, which is supported by program evaluation, namely effectiveness, efficiency, adequacy, distribution, responsiveness and also accuracy. The effectiveness criteria are considered to be still not effective enough due to a lack of comprehensive socialization, then the efficiency criteria for this program are quite efficient in terms of registration which can be done online, the adequacy criteria are sufficient in terms of the amount of incentives provided, the leveling criteria for this program are still not evenly distributed because they are not all prospective brides and grooms can get incentives, then the responsiveness criteria are not good enough seen from the requirements which are not in accordance with existing regulations, finally the accuracy criteria are still not on target because they are not in accordance with the existing Perbup.
