Abstract

With the increase in population or what is called population, settlements in each area become denser. So the availability of land/settlement to fulfill housing is decreasing. One of them is in Sidoarjo City itself, apart from occupying first position as the largest waste producer. The large amount of waste produced each year will cause many problems ranging from river pollution, waste management problems, and impacts on the environment. Supervision of waste management and handling is the authority of DLH, in accordance with Regional Regulation No. 6 of 2012 concerning Waste Management and Levy for Waste/Cleaning Services which is applied in the Sidoarjo Regency area on the basis of notifying waste management and levies that have been determined. The focus of this research is to determine the process of preparing waste reduction and handling plans as outlined in the strategic plan and annual work plan of the Sidoarjo City environmental service. Where to measure the success of policy implementation of Regional Regulation No. 6 of 2012 concerning Waste Management and Retribution for Waste/Cleaning Services based on the implementation theory put forward by Merilee S. Grindle. This research uses a qualitative research method with a descriptive qualitative approach, data is collected through interviews with informants, field observations and documentation. The results of the research show that the Environmental Service's planning, implementation and evaluation have been running optimally. With the existence of the Sidoarjo City Environmental Service, it can improve cleanliness and tidiness in the city of Sidoarjo. Supporting factors for the sanitation and environmental services include a strong commitment from the local government, adequate budget allocations, as well as good cooperative ties with TPS and TPA and the community. With the support of technology and information, complaints in the community can also be handled. TPS and TPA parties. However, there are inhibiting factors that need to be overcome, namely obstacles in the latest Regent's Regulation No. 51 of 2023, this makes the Environmental Service restart the waste management program and develop it from scratch so that it can be declared successful like Regional Regulation No. 6 of 2023. 2012.
