Abstract

Child protection is an effort made to protect children's rights so that they can develop well and be protected from discrimination and violence, as regulated in the 1945 Constitution article 28 B paragraph 2. Child protection is divided into legal and non�legal protection, which includes legal, social, health and educational aspects. The principle of legal protection of children must be in accordance with the conversion of children's rights. The city of Surabaya is the highest city in East Java with the highest number of cases of violence against children and women. In this case, there are positive and negative things, namely the courage of the community to report cases of violence that occur in the community and the policies implemented by the government have been working well. Regarding the negative impact, the city of Surabaya is considered to be the city with the largest violence in East Java. The aim of this research is to determine and analyze the implementation of child protection policies as an effort to eradicate violence in the city of Surabaya as well as the implementation of regional regulation number 6 of 2011 concerning child protection which is the guideline for DP3APPKB and UPTD PPA for carrying out a work program in the field. The theory used in this research uses Charles O Jones' theory of policy implementation model. The method used is a qualitative descriptive research method using observation, interviews and documentation approaches. The results of this research are that the implementation of child protection policies in the city of Surabaya is getting better, based on the key factors of successful implementation, organization, interpretation and implementation.
