Abstract
The management of coastal tourism based on the blue economy is crucial for community welfare and environmental sustainability. However, the current degradation of coastal ecosystems hampers the maximization of tourism revenue. This study aims to develop a digital-based human resource capacity development model to support the blue economy tourism area in Mengare Island, Gresik, East Java. Mengare Island has significant potential with its mangrove tourism, beaches, and Fort Lodewijk. This research employs a qualitative approach with in-depth interviews with tourism managers, related government officials, business actors, and visitors. The results show that the sustainable digital-based HR capacity development model involves several aspects: (1) continuous training in technical, managerial, and digital technology to enhance HR competence; (2) strengthening organizational structure through effective leadership, clear division of tasks, and a collaborative culture; (3) institutional reform to become a tourism village; (4) use of digital technology for ease of access and marketing; (5) support from the government and business actors in the form of policies and financial and non-financial assistance; (6) collaboration with local communities, educational institutions, and business actors to create a community that supports the blue economy. This approach is expected to realize sustainable HR in Mengare Island for tourism management that contributes to the local economy without damaging the marine ecosystem.
