Abstract

The implementation of inclusive education services is getting better in Sidoarjo Regency, this is proven by the appointment of inclusive schools by the relevant agency, namely the Education Office. SDN Wonocolo I has implemented an inclusive education policy in accordance with Regional Regulation Number 7 of 2019 Article 85, this is proven by accepting 17 children with special needs. This research discusses the implementation of inclusive education services at SDN Wonocolo I to improve inclusive education. The aim of this research is to describe and analyze the implementation of Regional Regulation Number 7 of 2019 Article 85 to improve inclusive education at SDN Wonocolo I as well as to describe and analyze the obstacles faced by SDN Wonocolo I in implementing inclusive education policies. The theory used in this research is Charles O. Jones's theory with 3 indicators: Organization, Interpretation, and Application. The method used is a descriptive qualitative method with an observation, interview and documentation approach. The results of this research are that the implementation of inclusive education services at SDN Wonocolo has been carried out quite well as evidenced by accepting children with special needs, providing special guidance teachers, and holding a learning resource room. However, implementation is not yet perfect, this is due to the very small number of Special Supervising Teachers, namely 1, the learning resource room is combined with a cooperative and UKS, and there are no disability-friendly public facilities.
