Abstract

Waste management in Jombang District, East Java, is a strategic issue that requires comprehensive and sustainable handling. The Jombang District Government has adopted the concept of use as a handling of waste problems, namely in Law Number 18 of 2008 concerning Waste Management. And the Jombang Regent also issued a policy, namely the Jombang Regency Regional Regulation Number 3 of 2019 concerning Waste Management. In addition, there is also Regent Regulation No. 52 of 2019 concerning Amendments to Jombang Regent Regulation No. 32 of 2018 concerning Policies and Strategies for Jombang Regency in the Management of Household Waste and Waste Similar to Household Waste. The purpose of this study is to identify and analyze the strategy of the Environmental Service in waste management in Jombang Regency. The results obtained from this study are the strategy of the Environmental Service in waste management in Jombang Regency with problem solving using the SWOT analysis method, namely the assumption of the SO (Strengths - Opportunities) strategy, namely the internal strengths possessed by the Environmental Service can be used to take advantage of existing external opportunities, the SO strategy obtained as follows: (1) Use support from local government in terms of policies, strategies and budgeting to increase community participation through education and community-based programs; (2) Use support from local government for changes in government policies and priorities that can affect support for waste management; (3) Use the Adipura award to overcome budget limitations from the APBD in waste management efforts.
