Abstract

This research aims to describe and analyze the process of empowering anti-drug volunteers by the Surabaya City BNN and to describe and analyze the obstacles and solutions in empowering anti-drug volunteers at the Surabaya City BNN. The theory used in this research is the empowerment process theory according to Wrihatnolo & Dwidjowijoto (2007) which includes the stages of awareness, capacity building and empowerment. This research use desciptive qualitative approach. The data sources in this research use primary data and secondary data, using data collection techniques in the form of interviews, observation and documentation. The data was analyzed using the methods of Data Collection, Data Reduction, Data Display, and Conclusion Drawing & Verification. The results of this research indicate that the process of empowering anti-narcotics volunteers in optimizing the P4GN policy at BNN Surabaya City is relatively optimal. This was demonstrated at the awareness stage, the process of empowering anti-drug volunteers was carried out through the formation of P4GN Activists. At the capacity building stage, the community empowerment process is carried out by increasing the capabilities of Anti-Drug Volunteers/P4GN Activists. Meanwhile, at the empowerment stage, the empowerment of anti-drug volunteers/P4GN activists is carried out by giving authority to volunteers/activists to carry out P4GN activities in their respective environments. However, there are several obstacles in empowering anti-drug volunteers, including obstacles in terms of budget and inadequate infrastructure, time constraints due to the busy schedule of P4GN Activists, obstacles in communication between members of anti-drug volunteer organizations, obstacles for P4GN Activists/anti-volunteers. drugs that have not yet explored the meaning of volunteering itself so that they often still focus on numerical/financial values, as well as the problem of unequal distribution of P4GN Activists/Anti-Drug Volunteers in Surabaya.
