Abstract

Regional Government services in the status of Regional Public Service Agency (BLUD) in the field of Vocational High School or Vocational School Education services are currently being used to support school independence in managing regional assets and finances flexibly which have been provided by the Regional Government of East Java Province as an innovative means for students to produce products or own goods and services. Meanwhile, BLUD in SMK is the management of work units in regional work units within the provincial area to be formed to provide services to the community. The priority of Vocational Schools with BLUD status is that students are competent through goods/services without prioritizing profits. The aim of this research is to analyze the suitability of the SMK BLUD Program in realizing Regional Government services based on the principles of Good Corporate Governance (GCG) at SMK Negeri 5 Surabaya, namely with 5 (five) GCG indicators as follows: 1) Transparency (Openness); 2) Accountability (Accountability); 3) Responsibility; 4) Independence (Independence); and 5) Fairness. The results of this research provide the fact that the analysis of the suitability of Regional Government Services in the Vocational BLUD at SMK Negeri 5 Surabaya has obtained the correct values in the principles of Good Corporate Governance (GCG). The conclusion obtained in this research is an indicator of the accuracy of implementing the principles of Good Corporate Governance (GCG) in the BLUD program of SMK Negeri 5 Surabaya in providing services in the form of vocational school products and vocational school services according to the field of expertise they have.
