Abstract

Policy implementation involves various actors who interact with one another. The stakeholders involved work according to their institutional characteristics and follow established processes. The increasing complexity of programs and issues drives the government to build collaboration between departments and stakeholders. This collaboration is established through a partnership system between local government, central government agencies, and private companies. This research aims to understand the process of Network Governance in the procurement of goods and services for the construction of the Pedestrian Tunnel at Joyoboyo Intermodal Terminal – Surabaya Zoo. The research method used is qualitative, referring to the Network Governance theory by Provan and Kenis (2008), which includes three indicators: the number of actors involved, the authority of each actor, and the objectives of Network Governance. The results show that the process has been running smoothly through a clear bidding process, established communication between governmental and non�governmental entities, and the involvement of the affected community by recruiting non-skilled workers.
