Abstract

In Indonesia, the number of HIV cases is growing rapidly, both in terms of distribution patterns and distribution areas. The influencing factor is the entry of globalization into the cultural system in Indonesia, namely the culture of free sex, which is now commonly found. With the confirmation of HIV cases that continue to increase, the government then established a policy in the prevention and control of HIV/AIDS sexually transmitted diseases through the 3 Zero 2030 program. The 3 Zero 2030 program itself cannot be realized by relying on one stakeholder alone, therefore it requires several stakeholder roles in the realization of the 3 Zero 2030 program, especially in Surabaya City. The purpose of this study is to determine the results of the Analysis of Collaborative Governance in the Prevention and Control of HIV/AIDS Sexually Transmitted Diseases through Programs that have been made by the Government in Surabaya City and to find out the supporting and inhibiting factors of Collaborative Governance in the Prevention and Control of HIV/AIDS Sexually Transmitted Diseases through Programs that have been made by the Government in Surabaya City. The research method used is a type of qualitative research with a descriptive approach and data collection techniques by means of interviews, observation, and documentation. The results of the study prove that the collaboration that occurs is not fully maximized. This happens because there is still weak coordination and collaboration with several parties, for example between the government and health workers.
