Abstract

The phenomenon of conflict cannot be separated from the issue of street vendor control (PKL). This study was conducted to describe the dynamics of conflict in the issue of street vendor control, especially in the Gembong Asih Area, Surabaya City. The high growth of street vendors causes many problems for the city government and for urban communities because it creates independent economic activities by trading on the roadsides. There needs to be a regulation that is formed by considering other elements in order, one of which is the paradigm of regulation that tends to be repressive, carried out more humanely, especially the arrangement of street vendors in the Gembong Asih Area. In addition, the existence of the Surabaya City Government as a regional administrative institution needs to be supported by a licensing institution that can help in the problem of street vendor control. So that then not only do street vendor arrangements but can also control the growth of these traders. This study aims to describe the efforts of the Surabaya City government in controlling street vendors in the Gembong Asih area. The data collection method is by conducting in-depth interviews, observations, and documentation. The type of research used in this study is qualitative research with a case study approach where the collected data is processed and then analyzed by providing an interpretation in the form of the description above. The results of data collection are then reduced and sorted according to the focus of the research to describe the phenomenon of conflict involving street vendors, and Satpol PP. This research is based on Surabaya Regional Regulation (Perda) number 12 of 2014 concerning the Surabaya City RTRW 2014- 2034, Regional Regulation number 10 of 2000 concerning road use, Regional Regulation number 2 of 2020 concerning public order and Regional Regulation number 17 of 2003 concerning the Arrangement and Empowerment of Street Vendors
