Abstract

Surabaya City is considered one of the most serious in dealing with the problem of PMKS (Persons with Social Welfare Problems) at this time, because there is an increase in the number of poor families every year. The Surabaya City GovernmenT conducts empowerment by providing social assistance, one of which is Direct Cash Assistance (BLT). BLT is given every month and is specifically for poor families who have not received any assistance. This Direct Cash Assistance is implemented in accordance with Surabaya Mayor Regulation Number 130 of 2023 concerning the Implementation of Direct Cash Assistance to Poor Families in Surabaya City. The distribution is carried out by the Surabaya City Social Agency through Bank Jatim and has been carried out in almost all of Surabaya City, including Klampis Ngasem Village. However, in Klampis Ngasem Village there are still many people who do not know about this BLT from the city government, as a result the implementation of this BLT is still unclear. This research discusses the analysis of Direct Cash Assistance in Klampis Ngasem Village Surabaya using the Narrative Policy Framework (NPF) Theory according to Shanahan and the method used is descriptive qualitative with an approach through observation, interviews and documentation. The results of this study show that in social construction the community still lacks information about BLT because there is no socialization. In the bound relativity, the Labor Intensive program was also offered as a counterbalance, but many people refused. In the structured elements, the parties involved had carried out their duties well. At the micro level, the community is accustomed to depending on assistance so that there is no desire to be independent and it is difficult to move towards prosperity. At the meso level, there is still a lack of communication about the City Government's BLT between related institutions and apparatus, which has an impact on community understanding. At the macro level, there was a lack of transparency of recipient data and criteria by institutions to the relevant apparatus. The City Government's BLT also created a culture of dependence on assistance in Klampis Ngasem Village. Although it has provided benefits, the Social Agency should hold regular evaluation meetings every quarter, Klampis Ngasem Village needs to conduct surveys to find out the interests and talents of the community, and develop an official platform for socialization and socialization with the help of KSH at community meetings.
