Abstract

A complete systematic land registration program is a government initiative to address this problem by providing legal clarity through certification, which is expected to increase legal protection and enable easier access to various services and land rights. However, the implementation of PTSL still faces challenges, such as slow and complex procedures, which can be seen from the phenomenon in Gilang Village, Sidoarjo, which experienced delays in issuing land certificates. The aim of this research is to identify and analyze the implementation of PTSL policies in Gilang Village. The research method used by researchers is qualitative with a case study approach which is carried out intensively, in detail and in depth regarding the matter being researched in the form of programs, events, activities and others to obtain in-depth knowledge or information about the matter (Baxter & Jack, 2008 ) in (Fadli, 2021). The sampling in this research was purposive sampling. The research results show that although there are several challenges in consistent communication and distribution of information, the implementation of PTSL in Gilang Village is overall successful but there are obstacles, by utilizing existing resources and showing high commitment from the implementers to achieve program objectives. Improvements in communication and information management could be a focus for increasing program effectiveness in the future. The conclusion obtained in this research is that the PTSL Program has been implemented well in accordance with Minister of Agrarian Regulation Number 12 of 2017, as evidenced by achievements in three main dimensions: resources, disposition and bureaucratic structure. However, the main obstacle faced is in the communication dimension. Miscommunication between the program implementers and the Gilang Village community often occurs, resulting in confusion and dissatisfaction among the community. The lack of effective communication media during the socialization process, such as leaflets, posters or digital media, also contributed to the minimal information received by the Gilang Village community. In addition, the lack of effective two-way communication channels makes it difficult for people to clarify the information they receive, often hampering the file processing process and slowing down registration.
