Abstract
Child-Friendly City is organized as a step by the district/city government to accelerate the implementation of the Convention on the Rights of the Child (CRC) from a legal aspect into definitions, strategies, and development interventions, including policies, institutions, and programs that support child-friendly conditions. Surabaya is a Child-Friendly City that has successfully achieved the Main Category Child-Friendly City award for six consecutive years. Considering the challenges faced by the city as a large urban area with complex urban problems, this shows the commitment and serious efforts of the local government in addressing children's rights in Surabaya. This study aims to describe and analyze the interaction of actors involved in the implementation of the Child�Friendly City policy agenda in Surabaya. This research method uses a descriptive qualitative type. The results show that the Child-Friendly City policy agenda in Surabaya involves three streams in the Multiple Stream Framework: the problem stream, the political stream, and the policy stream. The Policy Window opened through the role of policy entrepreneurs, namely the Mayor of Surabaya, the Regional People's Representative Council (DPRD), and the Surabaya City Public Library and Archives Office (DISPUSIP), allowing the problem stream, political stream, and policy stream to meet and influence each other, as evidenced by the well-executed Mayor Regulation Number 5 of 2023 in the development of a Child�Friendly City in Surabaya.
