Abstract

Gresik Regency is a rapidly developing industrial area. This rapid industrial growth must be accompanied by a reduction in unemployment and poverty rates in the Gresik area. However, in reality, the poverty and unemployment rates in the Gresik region are much higher than in other regions. To overcome this level of poverty, the Gresik Regency government has made changes and innovations as demonstrated in the Bunda Puspa program (Assistance to Empower Women in Business and Children's Education) through Regent Regulation No. 9 of 2022. This program targets two things, namely providing assistance for capital to open a business and assistance in business training. The aim of this research is to find out how to empower poor communities through Perbup Number 9 of 2022 concerning assistance for empowering women in business and children's education in Gresik Regency. This type of research uses qualitative research with the Participatory Rural Appraisal (PRA) method. Data collection was carried out by means of interviews, observation and documentation. This research uses primary data and secondary data. The data analysis technique used in the research uses data analysis according to Miles and Huberman (1992), namely data reduction, data presentation, and drawing conclusions. The results of this research show that the stages in empowering poor communities through the Bunda Puspa Program are in accordance with the theory of community empowerment according to Isbandi Rukminto, namely the preparation stage, assessment stage, alternative program stage, action plan formulation stage, implementation stage, evaluation stage, and termination stage. If linked to indicators of success in community empowerment, according to Sumodiningrat, the Bunda Puspa program is a successful effort to empower poor communities.
