Abstract

Toxic and hazardous waste is a crucial issue in preserving environmental sustainability. This study evaluates how the city of Surabaya’s licensing policy for the handling of hazardous and toxic waste, as required by 2021 Government Regulation No. 22. Its goals is to evaluate how well the effectiveness of enforcing these regulations and pinpoint the factors that facilitate or hinder their execution. The research employs a qualitative methodology, in-depth interviews, and field observations, and document analysis. It is informed by the implementation theory put forth by Van Meter and Van Horn. The results reveal that Surabaya City's hazardous and toxic waste management licensing regulation has not been implemented as efficiently as it could have. The main obstacles include lack of socialization and public understanding, limited human resources, and lack of supervision and law enforcement. However, the commitment of the local government and active participation from business actors the study identifies the facilitating elements that contribute to the successful implementation of this policy. This research provides recommendations for improvement to optimize policy implementation in order to achieve better hazardous and toxic waste management in Surabaya City.
