Abstract

Thisi studyi aimsi toi analyzei thei implementationi ofi policiesi by thei Balaii Besari Pengawasi Obati dani Makanani (BBPOM) in overseeing the distribution of traditional medicines and foods without proper licensing in Surabaya. The supervision policy is basedi oni Lawi No.i 8 ofi 1999 oni Consumeri Protectioni, emphasizing thei importance ofi product safety and legality in the market. A qualitative research method with a descriptive analytical approach was used, involving interviews with BBPOM Surabaya officials, business actors, and the community. The study focuses on Van Meter and Van Horn's implementation theory. The results indicate that although BBPOM Surabaya has made various efforts to enhance supervision, challenges remain in ensuring that all traditional medicines and foods in circulation have legitimate licenses. Recommendations include increasing the number and quality of human resources, simplifying the licensing process, and intensifying educational programs for the public and business actors.
